QUALITY STANDARDS
Regulation No 1308/2013, updated in 2020 by the EC, specifies rice standards, including:
FOOD SAFETY STANDARDS
Regulation EC No 178/2002: EU General Food Law, including procedures related to traceability, hygiene, and contaminants in food;
Regulation EC No 852/2004: Updated in 2021 regarding the hygiene of foodstuffs of plant origin by the European Parliament and Council;
Adherence to food safety management systems like ISO 9001, ISO 22000, and Hazard Analysis and Critical Control Points (HACCP) principles.
GENETICALLY MODIFIED ORGANISM (GMO) CONTROL REGULATIONS
Regulation EC No 1829/2003 stipulates that GMO-containing products cannot be placed on the market without authorization and proper labeling;
Regulation EU No 503/2013 provides an effective EU-wide approval application program for businesses to market genetically modified products.
PRODUCT PACKAGING STANDARDS
Regulation EU No 1169/2011 sets general rules for labeling applicable to all food products. Mandatory information like product name, ingredients, net weight, expiration date, storage conditions, origin, usage instructions, lot marking, and nutritional declaration must be provided on foods before reaching consumers.
PLANT INSPECTION REGULATIONS
Regulation, No 2005/15/EC regarding packaging and lining materials made from wood, requires packaging materials or plant products made from wood not to contain pests.
New EU Plant Health Law No 2016/2031 mandates all live plant products to have plant health certification and adhere to strict phytosanitary requirements.
Regulation EU No 2019/2072 details implementing protective measures against pests and diseases.
ORIGIN TRACEABILITY AND BUSINESS RESPONSIBILITY STANDARDS
Regulation EC No 178/2002 establishes general principles for product traceability through production, processing, and distribution stages. It also defines the responsibilities of manufacturers, importers, and distributors in ensuring food safety.
QUALITY STANDARDS
Humidity: Exported rice to the Philippines must have no more than 14%
Broken grains: Exported rice must not have broken grains exceeding 0.75%.
Purity: Exported rice must achieve a minimum purity of 95%.
Gelatinization: Rice should have a gelatinization degree of not more than 1.8 mm.
FOOD SAFETY STANDARDS
Contaminants: Exported rice must adhere to limits of pollutants such as preservatives, pesticides, and heavy metals as regulated by the Philippines' Department of Agriculture and Food Supply.
PRODUCT PACKAGING STANDARDS
Packaging: Exported rice should be securely packaged and waterproofed for transport, complying with material, durability, and waterproofing requirements.
Certification: According to the Bureau of Plant Industry (BPI) regulations, Exported rice requires proper classification certification.
